1) Female Immigration - For women on Vesta, what are the practical differences between being a tourist, a resident alien with papers, and a citizen?
Tourists can't own a man. However, in some colonies, they can rent one.
2) Galactic Class? - So, is the main university of New Athens the interstellar equivalent of the Ivy League, Oxford, and Princeton?
Yes, or perhaps one step below. Plenty of financial backing gives them the capacity to bring in major professors for one or two years. A bit like Vegas.
3) "Incest" in Femtopia - Can a woman in Femtopia own her brother/father/son's contract?
Yuk. Let's not go there. (Suspect the software would prevent this.)
3) International Contracts - Can Femtopian males be owned by non-Femtopian females & legal entities? Could a Minervan business student buy a couple of bondsmen for a start-up? Or could Interstellar Expeditions (of Arcturus 7) own a couple of males to serve as local tour guides?
You can carry ownership with you between "slave" colonies, but you can't own a "native" man unless you're settled there. For this reason, not sure I should let corporations own men. In general, a strict rationing system prevails, preventing a small number of rich women or companies owning all the men.
4)Males Owning Males - Can a Femtopian male own another male? Can he found a company to buy his own contract?
I think the legal system makes this impossible, in some cunning but unspecified way. Obviously, off world wealth could make all sorts of de facto arrangements possible, but I think the penalties would be nasty, e.g. perhaps being sold to Amazonia.
5> Spaceport/Station Policy What are the rules of the main Vestan spaceport? Does it adhere to purely Minervan rules, or is it the sort of place where each colony-nation's semi-apply (and thus incoming Minervan freshmen might rub shoulders with an Amazonian and her half-naked slaves)?
I think it's quite an exotic place, where people tend to carry their cultural rules with them. However, there aren't many reasons for an Amazonian to be there with her slave unless they're shipping out for good.
And a couple of random thoughts:
A)Male Masturbation in Neutralia - I think you want to impose limits on male masturbation in Neutralia - at least solo masturbation. If Neutralian males have unlimited orgasmic privileges, it seems to take away from the general feel of a "chastity planet" - and the focus on the women of Vesta.
Simply rule a Neutralian male's cup closes when not in proximity to another resident of Vesta would do the trick - and help enforce the idea of a unisex utopia (since even another male would work). Or, more complex, you could state that a Neutralian male's cup closes whenever his hands approach it, unless overruled by a Neutralian female's ring.
Good point. The ring is probably the best idea.
I have been tinkering with the idea of having at least one colony where the cups are only openable for brief windows each month.
B) "Fixed" Females - the possibility of women experimenting with feeldo/cup combinations gives a whole new meaning to "gender studies", dosen't it?
Probably not what I'd write, but entirely possible within the world. The female cup wouldn't be alien tech though.
C) Vegan Feminist Hippies - Out of curiousity, are there any women on Vesta who aren't feminist (if not outright female supremacist)? Somehow, I have a hard time picturing any of the four colony-nations tolerating male chauvinism.
Some of the students at New Athens come from quite conservative worlds, and are there - like young Mormans sewing their oats - to have a wild time, but come back virginity intact. Femtopia has the feel of the old fashioned battle of the sexes, but with women in the ascendency.
D) Gender Balance - Keeping Amazonia and Neutralia gender balanced (50/50 mix) is going to be hard. It still seems like there'd be a lot of male interest in Neutralia (unlimited orgasm & potential for lesbian orgies)?
Neutralia doesn't have the funding that Minerva has. It's also a bit too gender bendy for most males. Some men probably start off there and then rush to transfer to somewhere less disorientating.
Conversly, Amazonia looks like it would have a hard time competing with . . . well, any of the other colony-nations for males.
Yes. Apart from hardcore male fetishists, it partly relies on paying big bucks. Remember, most of the action isn't wild BDSM - the male slaves mostly act as butlers/maids/assistants. I'm sure a certain amount of fishing goes on as well - the with pretty Amazonians going to other locations to lure men in.
A 10:1 male-female ratio... [might be better]

E) I'm not sure you want to impose a sucks-to-be-male cup configuration on all males leaving Vesta. I was picturing it something like the old "Damned" caste - something miserable and painful, and that would motivate males to work to get things back the way they were. And imposing it on all males abroad would interfere with recruiting (a nice, broad -if closed- cup is so much more attractive than a tight/evil format)
I mean, if you leave before your tour is over, you leave your collar behind, and all the attached functionality. So you're just down to an inert cup in tight or broad format. I don't think anybody will be flashing theirs around...

2)Non-females owning contracts - Your notes imply that Femtopia isn't just about female dominance, but primarily female sexual dominance over males.
By ruling out "incestuous"/family contracts, for example, it would seem to make female sexual pleasure a key/primary aspect of the whole contract/bondage system. I'm not saying that's good or bad, just that it sexualizes the whole system (and that offering to become a woman's thrall is tantamount to offering to be her sex slave)

However, I think you do want to allow such contracts - even if you want a strongly sexual system. Presumably, buying a male is going to be expensive - and a lot of women may not have the cash lying around to do so. If a corp. can own a contract, though, she could get the equivalent of a mortgage, putting him up as collateral (or for other loans). Similarily, if she doesn't pay her taxes, her male(s) could be seized by the government - and both foreclosures and male tax lien sales have plot potential.
If you're concerned about abuse of corporate contracts, you could rule that any such contract needs a local female to serve as the agent of record, on hand to "service" the contract (although she doesn't actually have title to them).
5) Female/sex tourism - How big a presence is tourism, particularly sex tourism, in the Vestan economy? Are there ships of horny women coming in every day (or couple of days) - a la modern cruise destinations? Or is it much more of an occasional thing?
6)Settling the Frontier - Are there settlers (or even proto-colonies) in the unclaimed territories of Vesta? If so, can each female set cup policy for her males? Is there a standardized policy? Or do they just have to abide by the overall Vestan policy?
7)"University City" in Vesta - If Minervan students are emigrating to Femtopia for cheap housing & sex, how developed are the expatriate areas? Is it still just random (expatriates surrounded by "native" Femtopians")? Have full-scale ("Little Minerva/ Minervatown") neighborhoods developed? Or are there actual, full-fledged, towns of expatriates (and businesses catering to them), which have closer (economic/social) ties to Minerva than to Femtopia proper?
8)Owning Males in Amazonia - Can Amazonian females brand/pierce/surgically modify their males? And how is male ownership seen there - is it just one of the perks of being female, or is there a sexual undertone to it?
Oops, missed something:
A) Chastity Cups Off-World - Actually, I think there would be reasons for males to show their cups off-world: recruiting. College recruiters, for example, might want a chastized male on hand for some of the more conservative (or male phobic) worlds. Concerned parents (or even students) could see a fixed male in person, try their hand at prying the cup off, heck, the recruiter could even take a 2x4 or tire iron to it - letting the locals see that there is no conceivable way for a male to break chastity. And if the demo male is well-groomed and polite, so much the better ("see parents, the men of Vesta are proper gentlemen, not slavering fetish freaks")
Similarily, potential male immigrants might find it reassuring to see a happy Vestan male, with his nice, roomy cup, and have him talk about how easy it is to live with it. Of course, given the premise of the setting, it would probably help if he was a good liar, but the recruits don't have to know that . . .
B)Monthly Openings Having a male cup that only opens up monthly could be interesting, but my suggestion would be to look at Minerva or Amazonia for such a policy. In Minerva, it could be an acknowledgement that perpetually sex-starved males don't do well on tests -and there could be policies in place to keep the males away from females during that phase (they all have to go out of town, etc.).
As for Amazonia, it might be an optional way to reward males who work particularly hard. Or it could be purely commercial venture - once a month, the Amazonians milk their males dry, and sell the semen to infertile couples (back in human territory) or for pharmaceutical research
I don't know if you'd want to put it in Femtopia, though - you've already got a lot going on there, cup-wise. As for Neutralia or the (hypothetical) frontier males . . . I don't have an opinion, either way.
C)Names - Have you settled on the names "Amazonia" or "Neutralia"? Or are you still looking for alternatives?
Something based off of "Artemis" (virgin Greek hunting goddess who fed a Peeping Tom - alive - to his own hounds) or Queen Elizabeth of England (the Virgin Queen), or even Catherine the Great (Russian queen who ditched her mentally ill husband and ruled as an absolute monarch in her own right), might work for Amazonia. As for Neutralia, . . . maybe something involving Hermaphrodite (minor Greek deity with both sets of sex organs, who gave us the term "hermaphrodite")

While trying to repost part one, I thought of something else to ask:
*)Immigrating Married Couples How do the colony-nations of Vesta regard incoming married couples? Do they acknowledge the married status? Is it automatically annulled?
And what impact, if any, does immigration have on the husband? For example, can a married man immigrate to Femtopia as a Free Neuter, or is he automatically a Thrall (or worse)?
And if a wife suddenly turns up, for a male who presented himself as single, does she have a claim on him? What if the male's already sold himself to a Femtopian female: shared custody? A custody lawsuit?

Chastity Cups off world - I think any live demos would be an uncomfortable experience for conservative cultures. There's more likely to be the equivalent of a video aimed at the parents of students.

Names: They need to be really clear and easy to understand. Subtlety is out. However, I may change them before I publish, so your input is appreciated.
Marriage: Men arrive on the planet with whatever staus they submit to. Whether or not people recognise off world marriage depends on the social setting - e.g. fem/thrall couples who hang out together would think of themselves as a crowd of married couples.

However, people pretend it's not happening, and the tour companies find all sorts of ways of creating excuses to visit, e.g. did you knwo that the vinyards of central Femtopia are renown for their unique wines?

A: I think it's just neighbourhoods. There are probably industrial areas as well, and some gated estates where minvervans pretend they're in Minerva.

A: In general, men on Vesta are free from fear of something really bad happening to them. Beyond that, I haven't decided what limits apply in Amazonia - bear in midn these woule affect recruitment.
The general vibe is old style slavery, with sexual perks. Men are rationed for reasons of supply, rather than taste.
GENERL REMARKS
The stories I'm working on at the moment centre on the most normal two colonies: Minerva and Femtopia. The other places barely get a mention, but exist as potential locations for stories.
